Bill Nappier, SPHR is currently the Vice President of Personnel Systems Corporation. He is responsible for establishing distributorships nationally for the company's line of pre-employment testing and on-site drug screening products. Bill also consults in the area of employee selection and hiring with organizations as diverse as the California Water Service, UCLA Credit Union and a large staffing company in North Carolina. Prior to his position with Personnel Systems Corporation he was the Managing Director of HR3 Solutions, a division of Professional Datasolutions Incorporated. HR3 Solutions was created to develop a comprehensive internet/intranet based paperless hiring system. Bill also served as Director of Human Resources for twelve years in two mid-western convenience store companies where he was responsible for both union and non-union activities. Earlier in his career Bill spent 8 years in operations management at Southland Corporation and 10 years as an Operations and Merchandise Manager for a division of May Company.

Bill earned his undergraduate degree in Management from Maryville University and his graduate degree in Human Resource Development from Webster University in St. Louis. He has been certified as a Senior Professional in Human Resources since 1995 and is currently certified for life. Bill has taught human resource management and management courses at the graduate and undergraduate level since 1997 at both Maryville and Webster Universities in St. Louis. He has also taught human resource management for UCLA - Online and the SHRM certification course for Baylor University. Bill was a volunteer presenter for the state finals of the 2005 HR Games in San Antonio and is a member of the Austin Human Resource Management Association and the Society for Human Resource Management.
